To create the ombre effect, the more liner you use, the darker the result, and the more liquid lipstick you use, the lighter the result.
I recommend lining your lips with the liner, and then completely fill the outer corners of your lips as well, leaving the middle inner parts of your lips bare.
Then put jut a little bit of the liquid lipstick on top and blend it with the liner, using your finer or a brush. You can add more of the lip liner on the edges as well if you want to bring back more definition.
